Lucian CIOLAN is professor and dean at Faculty of Psychology and Educational Sciences, University of Bucharest ( He is involved in academic activities and projects in different areas, such as: public / educational policies, authentic learning, training and professional development. He published a series of books, studies and articles, visible at national and international level, among which we can mention: Towards a Culture of Quality Policymaking in Transition Countries. The case of education (Open Society Institute / University of Bucharest Publishing House, 2006); Integrated learning (Polirom, 2008 – in Romanian); School as it is (UNICEF, 2011, co-editor), The role of impact evaluation in evidence-based HE policy making. The contribution of transparency tools (co-autor, in print, Springer, 2014) etc.
Together with an international group of policy specialists, he is founding member and senior trainer of International Centre for Policy Advocacy (ICPA – This organization aims to contribute to a better capacity in the countries and institutions interested in generating and influencing public policies.
Along with his academic activity, the professional activity of Lucian Ciolan includes participation in a variety of training and consultancy projects for public and private sectors, mainly donor-based (European Commission, World Bank etc.), in countries like Serbia, Bosnia and Herzegovina, Poland, Albania, Kazakhstan, Moldova, Romania etc.
